Chapter 192 provides Compensatory Education, English-as-a-Second Language (ESL) and Home Instruction.

Compensatory Education is offered to students who score below state established levels on standardized tests. Basic skill instruction is provided in reading, writing and math.

ESL is provided to students whose native language is other than English and score below state established levels on standardized tests. The goals of this program are to improve the student’s English speaking, reading, writing and listening skills.

Supplementary Instruction (SI) is provided to classified students who have a learning problem. The SI teacher implements the ISP by providing specialized instruction to assist the student to compensate or overcome his/her learning problem.

Home Instruction serves pupils who will be out of school due to illness or injury for at least two weeks. A physician’s note with diagnosis and length of absence is required. The Commission will provide a home instructor who will work with plans provided by the student’s teachers and school. Parents/guardians are responsible for picking up and returning the student's work to the school. The goal of this program is to prepare students to return to school at or close to the level of their classmates.

Chapter 193 provides special education services. These services include examination and classification, supplementary instruction and speech correction.

Speech Correction Services are supplied to students identified as having a problem in voice, language, fluency and/or articulation. Students are evaluated by a certified Speech Therapist who develops and implements an ISP if needed.

Public School District Child Study Teams are mandated by the New Jersey law, local public school districts must provide specific services to eligible students in nonpublic schools. For 40 years, Union County Educational Services Commission has been helping our local districts provide these special services.
